The Honorable Patrick Murphy is a Partner in the Philadelphia office after serving two-terms in the U.S. House of Representatives. Patrick is a decorated Iraq War veteran and lead efforts in passing pragmatic legislation in the energy, healthcare, and education fields. A dynamic leader and MSNBC contributor, Patrick advises a broad range of clients on legislative, regulatory, public policy and advocacy matters. Additionally, Patrick serves as a Senior Fellow for the Center for American Progress.

Litigation

A seasoned military and federal prosecutor and civil litigator, Patrick provides clients with successful litigation strategies both in and out of the courtroom.  He has handled a number of high-profile cases during his career, including defending the federal government as a Special Assistant U.S. Attorney in the civil suit surrounding the 1998 Army-Navy game railing collapse at Philadelphia's Veterans Stadium, and the prosecution of two high-level terrorists in the Iraqi Supreme Court in Baghdad as a Judge Advocate with the 82nd Airborne Division.

Health Care and Health Care Reform

Formally general counsel at Keller Army Community Hospital, Patrick was one of the leaders in the passage of the Affordable Healthcare Act and Mental Health Parity Bill in 2010. He was also the author of the IMPROVE act, saving taxpayers billions of dollars from waste, fraud, and abuse in the Medicare and Medicaid programs, and a U.S. patent and trademark bill addressing the patent application backlog.  Patrick advises several hospital systems and Health 2.0 companies regarding health information exchanges, electronic healthcare records and veterans care.

Energy

Patrick served on the powerful Appropriations Committee, and led efforts on the Energy and Water subcommittee to help create one of the country's largest green-energy hubs and the Green Jobs Academy in Bucks County, Pennsylvania.  Patrick is a proponent of utilizing an 'All of the Above' energy strategy and was instrumental in federal investment in the nuclear, natural gas, wind, solar, and biofuel energy fields, as well as historic energy conservation efforts.  Knowing the Department of Defense is the nation's largest energy consumer, and that every 34th convoy in combat results in a soldier's death on average, Patrick is passionate about championing energy solutions with public-private partnerships and pragmatic regulation.

Tech/Venture Capital Investments 

Patrick took a leading role championing start-ups and small businesses having represented more than 60,000 small businesses as a congressman. Small businesses represent more than 99.7% of all employers, and help create more than 80% of the new jobs nationwide. Fiscal discipline is key to their success, which is why Patrick has authored The Improper Payments Bill, which saves the American taxpayer up to $98 billion dollars a year.  He is a national speaker at industry and venture capital conferences, and advises on public private opportunities in solving our nation’s challenges.

Before Fox Rothschild

Prior to joining the firm, Patrick represented over 700,000 constituents from Pennsylvania's Eighth Congressional District in the U.S. House of Representatives for two terms. He served on the Appropriations, Intelligence, and Armed Services committees and championed equality by authoring the bill repealing the "Don't Ask Don't Tell" policy. He also coauthored the 21st Century GI Bill and Hire Our Heroes legislation for his fellow veterans and was instrumental in helping make the Washington Crossing National Veterans Cemetery a reality in 2008.  Patrick was commissioned as an Army officer through the King's College Army ROTC program and is a graduate of the Widener University School of Law. He served as an assistant professor teaching constitutional law at the United States Military Academy at West Point and has lectured globally, including the U.S. Air Force Academy, the Air Force War College, the Federal Reserve Bank, and the Institute for Humanitarian Law in San Remo, Italy.  Immediately following 9/11, Patrick served two overseas deployments - Tuzla, Bosnia in 2002 and Baghdad, Iraq in 2003-04, where he earned the Bronze Star for Service.
