Mark concentrates his practice in personnel issues and labor relations for municipal, school, and private entities. His practice includes defending clients before the Pennsylvania Labor Relations Board, the Pennsylvania Human Relations Commission, the EEOC, and in state and federal court.
In addition, as a member of the firm's Education Law Group, Mark's practice includes defending school districts and intermediate units in all phases of litigation, from state level administrative hearings to Commonwealth and Federal Court proceedings, in matters pertaining to:
- IDEA
- Section 1983 of the Civil Rights Act of 1964
- Americans with Disabilities Act (ADA)
- Section 504 of the Rehabilitation Act of 1973
Mark also represents school districts in Charter School Appeals before the Pennsylvania Department of Education. He provides training to staff and administrative personnel in the areas of special education and pupil personnel issues to school districts throughout the Commonwealth.
Before Fox Rothschild
Mark previously was associated with a regional law firm representing school districts before various Pennsylvania Department of Education subcommittees and appeals boards. He also served as solicitor to several school districts in central and western Pennsylvania. While in law school, Mark worked for the Temple University Elder Law Project.
