Karl is a member of the firm's Labor and Employment Department representing educational institutions in:
- general education
- disabilities and student services
- civil rights
- policy development
- contracts and service provider arrangements
- administrative hearings and appeals
- state and federal courts at all levels
Karl has handled well-over 100 special education hearings and subsequent state and federal lawsuits, including federal preliminary injunction hearings protecting the school’s interests in providing special education services to students, as well as appeals in the U.S. Circuit Court of Appeals for the Third Circuit and the Pennsylvania Commonwealth Court. Karl also assists with commercial litigation in state and federal court.
Karl served as a law clerk for the Hon. E. Mac Troutman of the U.S. District Court, Eastern District of Pennsylvania and also served as a Pennsylvania Special Education Hearing Officer. At The Dickinson School of Law (now part of the Pennsylvania State University) he was a:
- recipient of the Comparative Law Award
- board member of The Dickinson Journal of International Law
- summer intern at the United Nations Commission on International Trade Law in Vienna, Austria
As an undergraduate, Karl was inducted in the Phi Alpha Theta History honor society and studied abroad in Scotland.
Karl's community involvement includes serving as a judge of elections, as well as serving on the Board of Trustees of the Easttown Library and Information Center.
