Named as one of the leading bankruptcy and restructuring attorneys in Delaware by Chambers USA, Jeffrey has more than 25 years of professional experience relating to the financial industry, first as an economist and then as an attorney.
Jeffrey has represented the interests of all types of parties in hundreds of cases in Delaware since the early 1990s. He represents domestic and international clients, with highlights including the representation of Major League Baseball in the Los Angeles Dodgers bankruptcy and ad hoc bondholder committees in two large chapter 11 cases (Washington Mutual; Energy Future). Recent debtor representations include debtors in the following industries: electric vehicle and energy storage; pallet leasing and logistics; event rental services and products. Other recent representations include a Russian-based purchaser in a “pre-pack” chapter 11, an official committee of equity holders in the case of an international shipping company, a group of more than 20 franchisees in the restructuring of a temporary staffing company and a secured creditor of a Texas-based oil and gas company.
Jeffrey is a certified mediator for commercial disputes. Jeffrey completed an intensive mediation training program at the Strauss Institute for Dispute Resolution at Pepperdine University School of Law. He is a member of the Mediation Panel for the United States Bankruptcy Court for the District of Delaware and is certified as a mediator by the Delaware Superior Court.
Before Fox RothschildPrior to joining Fox, Jeffrey was an equity partner and Chairman of the Board at his former firm. Prior to attending law school, Jeffrey worked as an economist at the Federal Reserve and subsequently for a large financial institution.

Jeffrey is an adjunct professor of law at the Marshall-Wythe School of Law at the College of William & Mary.
Jeffrey is active in various community and nonprofit organizations, including service on the Board of Directors of the Grand Opera House, Board of Directors (President) of the Westover Hills Civic Association and the National Advisory Council for the Colonial Williamsburg Foundation and the Building and Grounds Committee of CCCH.
Jeffrey is one of the owners of a Class A minor league affiliate of the Philadelphia Phillies.
