Bill Would Seek to Rein in Hospitals’ Capital Expenditures

Senator Jim Ferlo, D-Highland Park, believes that Pennsylvania needs to fight rising health care costs by bringing back a review process to avoid adding unnecessary hospitals and medical equipment. William H. Maruca, a Partner and member of the Health Law Practice at Fox Rothschild, recently told the Pittsburgh Business Times that he is not optimistic about the law.

“It’s an elephant gun approach to cost control,” Maruca said. “It comes from an earlier time, before managed care, when every insurance carrier covered every service, no preauthorization, no cost controls.”

Furthermore, Maruca believes, “You can build an MRI on every street corner, but that doesn’t mean every insurance carrier is going to contract with you, and that’s what’s different.”
