Steve Goldenberg, chair of the newly formed Clean Energy Fund Working Group, led a panel discussion assembled by Gov. Chris Christie's administration during a state Board of Public Utilities meeting.

Goldenberg said it's time to try something new because "multiple and overlapping layers of authority that are part of the current program structure lead to inefficiencies and added costs."
