Fox Rothschild Announces Mark Hess and Michelle Stimson Join Tax and Estates Department in Los AngelesDecember 7, 2009 – Press Releases
Fox Rothschild is pleased to announce that Mark H. Hess and Michelle M. Stimson have joined the firm as partner and special counsel, respectively, in the Tax and Estates Department. Both will be resident in the firm’s Los Angeles office.

Kravitz, managing partner of Fox Rothschild’s Los Angeles office. “Their wealth of experience in these areas broadens the reach of services that we are able to provide to clients from our LA office.”
Hess focuses his practice on employee benefits and executive compensation as well as corporate and individual taxation and tax-exempt organizations. He has represented clients in the banking, entertainment, health care and real estate industries. In particular, Hess has extensive experience in employee benefits and ERISA issues and is well-known for his knowledge of the legal aspects of institutional pension plan investment and related fiduciary matters and in collectively bargained multiemployer plan practice. He also has many years of experience serving as plan counsel to major multiemployer (Taft-Hartley) trusts.
A certified public accountant, Hess also has a broad-based practice in corporate and partnership income tax and handles tax ruling requests and tax controversies as well as the formation, capitalization, reorganization and dissolution of many public, private and tax-exempt companies. Additionally, he represents individuals, including actors, athletes and medical and legal professionals, in connection with their personal income tax, executive compensation and retirement planning issues and advises a number of tax-exempt organizations. Hess serves as management appointed co-counsel to the Screen Actors Guild-Producers Pension & Health Plans.
Hess earned his J.D. from Columbia Law School, where he was a Harlan Fiske Stone Scholar and managing editor of the Columbia Human Rights Law Review. He received his B.B.A., summa cum laude, from the Bernard M. Baruch College of the City of University of New York. He is a former chair of the Employee Benefits Committee of the Los Angeles County Bar Association Taxation Section and a member of the Employee Benefits Committee of the American Bar Association.
Stimson has broad experience with employee benefits plans as well as federal and state taxation issues pertaining to both individuals and entities. In particular, she has extensive experience designing, drafting and advising all types of qualified employee retirement plans and advises employers on executive compensation issues and employee welfare plans. She also represents clients in IRS and DOL audits, corrective programs and determination requests. Stimson has a particular emphasis in advising collectively bargained multiemployer trusts and also generally provides employers and group health plans with practical advice on a wide range of issues including coverage, coordination of benefits, COBRA, HIPAA and state health care laws, among others.
Stimson is a member of the Tax Sections of both the State Bar of California and the Los Angeles County Bar Association, and is vice-chair of the Employee Benefits & Compensation Committee of the Los Angeles County Bar Association. She earned her J.D. and LL.M. in Taxation from the University of San Diego School of Law and she graduated cum laude with her B.A. from the University of California.
