Fox Rothschild LLP is pleased to announce that Rogelio (Roy) Carrasquillo and Scott Bettridge have joined the firm as partners in the New York and Miami offices, respectively.
The duo focus a significant portion of their practices on advising U.S. and foreign companies, particularly in Puerto Rico and within Latin America, in matters involving relocation, economic tax incentives, corporate finance and infrastructure development as well as in maximizing opportunities under the EB-5 Immigrant Investor program. With their addition, the firm plans to formalize a practice group devoted to EB-5 work.

Fox has a well-established national immigration practice that assists a range of clients, from employers in business, health care and academia recruiting foreign-born leaders, staff and professionals; to investors and entrepreneurs seeking to relocate to the United States; and to family members seeking unification and naturalization. Carrasqillo’s and Bettridge’s broad EB-5 experience will complement the existing practice and expand the reach of the group.
Carrasquillo strategically guides clients in a variety of sophisticated corporate, real estate and infrastructure transactions. He advises domestic and foreign companies, multinationals and entrepreneurs on their business activities and investment considerations in the United States and throughout Latin America, Asia and Europe. He also represents clients in debt and equity offerings as well as corporate governance matters.
Carrasquillo is known for his work assisting public and private clients filing for an EB-5 Regional Center designation from USCIS and counseling developers seeking to raise capital using the EB-5 investor visa program. He is experienced with public-private partnership projects using EB-5 funds and other economic and tax incentives, as well as the combination of EB-5 financing with other programs such as U.S. federal tax credits.
Active in several professional organizations, Carrasquillo is a member of the Association to Invest in the USA (IIUSA), Association of Hispanics in Real Estate and Construction of New York, the Hispanic Lawyers Society of New York and the Puerto Rico Bar Association, among others.
Carrasquillo received his J.D. from the University of Pennsylvania Law School in 1999 and his B.S.F.S. from Georgetown University in 1996.
Bettridge represents both corporate and individual clients in U.S. immigration matters, with a focus on global workforce mobility issues such as due diligence considerations and risk management assessments for mergers, acquisitions, restructurings, downsizings and startups.
Bettridge’s corporate clients include major global organizations in the financial services, fashion, media, IT, energy, insurance, health care and industrial chemicals sectors, for whom he provides an array of immigration services, including nonimmigrant visas, permanent residence, labor certification, EB-5 issues and I-9 review and compliance. He also provides visa and citizenship assistance to professional athletes from major and minor league organizations.
Bettridge received his J.D. from Atlanta’s John Marshall Law School in 1995 and his B.A. from the University of Tennessee, Knoxville in 1992.
Prior to joining Fox, Carrasquillo and Bettridge were both partners at Akerman LLP.
