Fox Rothschild’s Dirk Haire Testifies Before U.S. House Committee on Small Business

Fox Rothschild Partner Dirk Haire testified at a hearing on Feb. 9 before the U.S. House Committee on Small Business on the topic of "Construction Contracting: Barriers to Small Business Participation." As chair of the Associated General Contractors (AGC) of America's Federal Acquisition Regulation (FAR) Committee, Dirk urged that reform is needed to improve the delivery of federal construction services involving small businesses.

On behalf of AGC's 33,000 member companies, Dirk testified that federal contractors of all sizes would benefit from increased clarity on the small business regulations, improved consistency in application and enforcement across agencies and industries and the inclusion of lower-tier subcontractors in meeting small business subcontracting goals.

"AGC's members recognize the potential benefits that federal small business programs provide to contractors who qualify for these programs. However, the programs, as currently regulated, sometimes do not achieve the important goal of developing successful small businesses that can compete and succeed on their own," Dirk stated.
