Joel Bolstein of Fox Rothschild Appointed to Pennsylvania’s Cleanup Standards Scientific Advisory Board

M. Joel Bolstein, a partner and co-chair of the firm’s Environmental Practice Group, has been appointed by Pennsylvania Department of Environmental Protection (PADEP) Secretary Michael Krancer to Pennsylvania’s Cleanup Standards Scientific Advisory Board (CSSAB). Bolstein, one of 11 members on the board, will serve a four-year term that will end on June 1, 2015.

The CSSAB assists the PADEP and the Environmental Quality Board in developing statewide cleanup standards under Pennsylvania’s Land Recycling and Environmental Remediation Standards Act (Act 2 of 1995), also known as Act 2, which Bolstein helped implement when he served as Deputy Secretary to the PADEP under former Pennsylvania Governor Tom Ridge. As a CSSAB member, Bolstein will assist in revising the Act 2 Technical Guidance Manual, offer technical and scientific advice needed to implement the provisions of the Act and advise the PADEP on matters involving vapor intrusion.

Bolstein, named one of the leading environment attorneys in Pennsylvania by Chambers USA since 2004, focuses his legal practice on the environmental aspects of corporate and real estate transactions, with a particular focus on brownfields redevelopment. He also counsels clients in permit procurement, permit and enforcement actions and regulatory compliance. Bolstein is the author of the firm’s PA Brownfields Environmental Law blog, which was nominated as one of the Top 50 Environmental Law and Climate Change Blogs for 2011.

In his government affairs practice, Bolstein obtains legislative, regulatory and administrative solutions for clients at all levels of government on legislation, permits, enforcement actions, contracting and procurement challenges.

Bolstein served for six years as a member of the National Advisory Council for Environmental Policy and Technology (NACEPT), which advises the EPA on domestic and international environmental policy issues. He is also a former member of the Standing Committee on Environmental Law of the American Bar Association (ABA) and is a past officer in the ABA’s Section on Natural Resources, Energy and Environmental Law (now SEER). Additionally, former Pennsylvania Governor Ed Rendell appointed Bolstein to a second term on Pennsylvania’s Human Relations Commission, which develops state policy and regulations and adjudicates claims alleging discrimination in housing, employment, and educational opportunities.

Bolstein is the recipient of the Excellence in Environmental Achievement Award from Bethlehem Steel Company (1999) and the award for Excellence from the Pennsylvania Department of Environmental Protection (1995).He earned his J.D. from George Washington University Law School and his B.A. from the George Washington University.
