Fox Rothschild was one of five finalist firms that pitched legal services to Harrisburg City Council to represent the city in a Chapter 9 bankruptcy filing or in its application for distressed municipality status under Pennsylvania’s Act 47, the Pennsylvania Municipalities Financial Recovery Act of 1987.

Michael Viscount, from the firm’s team of four attorneys, said his was the first group to pitch to City Council Tuesday night. “We think they need a comprehensive plan to restructure their finances to help them through the short term and the long term,” said Viscount. He also noted that council members seemed to understand their available options to move forward.
