Mark W. Fitzgerald of Fox Rothschild Speaks Before PA House Education Committee

Mark W. Fitzgerald, an attorney in the national law firm of Fox Rothschild LLP, testified on behalf of the Pennsylvania School Boards Association before the Pennsylvania House of Representatives Committee on Education in Harrisburg, Pa., on Wednesday, March 2.

The public hearing focused on economic teacher furloughs legislation, and Fitzgerald provided insight on how school districts can better manage their human capital. He has spoken on this topic to other audiences, including a recent program presented by the Pennsylvania Association of School Business Officials.

As a member of the firm’s Labor and Employment Department, Fitzgerald concentrates his legal practice in personnel issues and labor relations for municipal, school and private entities. He currently serves as Chief Negotiator in a number of professional and non-professional labor contract negotiations throughout Eastern Pennsylvania. In addition to his labor and employment work, Fitzgerald defends school districts and intermediate units in all phases of litigation, from state level administrative hearings to Commonwealth and federal court proceedings, in matters pertaining to IDEA, the ADA, Section 1983 of the Civil Rights Act of 1964 and Section 504 of the Rehabilitation Act of 1973.

Fitzgerald is among the contributors to Fox Rothschild's Education Law Blog, which discusses current developments and updates on education law.

Fitzgerald earned his J.D. in 2004 from Temple University, James E. Beasley School of Law and his B.A. in 2001 from The Pennsylvania State University.
