Steve Goldenberg, appointed leader of the New Jersey Clean Energy Funding Working Group, commented on the group's first report. Goldenberg said revolving loans "are attractive to many large energy users, but to small users such as residential home owners, rebates can be a lot more meaningful under current economic conditions."
