With a new era of divided government set to begin in Harrisburg later this month, huge question marks surround the viability of several major initiatives.

Voters in November installed Democrat Tom Wolf in the governor's seat, but also pushed both chambers of the General Assembly further to the right.

"We're heading towards a situation that will be more akin to what we've seen in Washington, DC, for the last few years," Phil Hinerman explained.

One proposal that could be part of a larger bargain is privatization of the wine and spirits wholesale and retail operations of the Pennsylvania Liquor Control Board.

Hinerman was pessimistic, noting that the Wine Institute, the top trade group for the California wine industry, has conceded that Corbett's departure has made the passage of any initiatives unlikely.

"I see the best chance for that having passed.”
