Steven Goldenberg, co-chair of Fox Rothschild's Energy and Public Utilities practice group, was recently appointed chair of the New Jersey Board of Public Utilities' Energy Master Plan Task Force on Energy Efficiency and Renewable Energy. The Task Force is comprised of representatives of the New Jersey business community, utilities, energy efficiency and renewable energy businesses, financial institutions and consumer advocates. The Task Force was asked to report to Governor Christie, the Board of Public Utilities and energy industry stakeholders regarding the funding and future provision of energy efficiency and renewable energy programs and to assist in the refinement and implementation of Governor Christie's 2011 Energy Master Plan.
In its report, which was released on October 10, 2011, the Task Force analyzed in detail the current programs offered by the Board's Office of Clean Energy in an effort to streamline program delivery, enhance evaluation and accountability, reduce costs and consider alternative structures through which the programs could be delivered and financed in the future, including consideration of the establishment of an Energy Efficiency Utility and creation of a revolving loan fund to substitute for the existing Societal Benefits Charge. The Task Force also addressed whether New Jersey should provide additional financial support for its solar energy industry to provide additional stability to the marketplace.
