House Bill No. 71 proposes to amend the Pennsylvania Municipalities Planning Code (MPC) by providing for notice to school districts when a plat for a residential development or a planned residential development is approved. The proposed legislation would add Section 508.1 to the MPC, requiring a municipality to notify in writing on a monthly basis the superintendent of a school district in which a plat for a residential development was approved by the municipality during the prior month. The notice is required to include, among other things, the location of the development and the expected construction schedule of the development.

Similarly, the proposed legislation would add Section 711(f) to the MPC, requiring a municipality to notify in writing on a monthly basis the superintendent of a school district in which a planned residential development was finally approved by the municipality during the prior month. As with the notice required in the proposed Section 508.1, the notice under the proposed Section 711(f) must include, among other things, the location of the development and the expected construction schedule of the development.
