Upcoming HOP Policy Changes In Pennsylvania

Pennsylvania’s Department of Transportation will be revising many of its guidance policies governing the issuance of Highway Occupancy Permits (HOP). The intent of these revisions is to improve the permitting environment for applicants.

In advance of the policy documents, the Department has published a new planning and design document entitled “Smart Transportation Guidebook” available at www.smart-transportation.com. See attached information (pdf file) prepared by Mark S. Mitman for further information. Also, attached is the position (pdf file) of the Home Builders Associations of Southeastern Pennsylvania on PennDOT’s proposed changes to its Highway Occupancy Permit Program.
