Allan focuses his practice on the aviation industry, with an emphasis on regulatory counseling and compliance and enforcement matters before the Federal Aviation Administration, the National Transportation Safety Board, the Department of Transportation and the Transportation Security Administration.

Prior to beginning his private law practice, Allan was a Manager in the FAA Enforcement Division of the Office of the Chief Counsel for more than 30 years. He was involved in all facets of FAA enforcement and compliance, including investigations of air carriers and other FAA-certificated entities that committed safety violations.

During his tenure at the FAA, Allan argued appeals before federal appellate courts and was instrumental in the formulation of compliance and enforcement policy, evaluation and resolution of enforcement actions, providing advice and guidance to FAA regional and headquarters attorneys, and the highest levels of FAA regional and headquarters officials and personnel regarding all aspects of the FAA’s compliance and enforcement program. He also helped to lead the coordination and review of all significant legal enforcement cases to ensure consistency in sanction and with national policy.

Prior to joining Fox Rothschild, Allan was a member of the aviation groups at a national law firm and an international law firm.

Before that, he served for more than 30 years in the Federal Aviation Administration's Office of Chief Counsel.
