Judge Lends Bankruptcy Experience to Stockton

U.S. Bankruptcy Judge Elizabeth Perris of Portland, Ore., who also serves as a mediator in Chapter 9 cases, is expected to meet attorneys for Stockton and its many creditors for the first time next Thursday.

Perris will try to help the city and its creditors see eye to eye.

She will have her work cut out for her, said Michael Sweet, comparing Stockton, and its 296,000 residents, to the high Sierra resort community of about 8,300 residents.

"The settlement brokered in Mammoth Lakes was basically a two-party dispute," he said. "This is a different animal. That's not to say it can't be done."
