Panel Offers Surcharge Ideas

In its first report, the Clean Energy Funding Work Group said energy surcharges could be minimized by better management of funds as well as other efficiencies. The group offered suggestions and changes to Governor Chris Chrities's energy master plan, but did not endorse signing on for a revolving loan program to keep energy programs afloat.

Steve Goldenberg, chair of the group, said revolving loans "are attractive to many large energy users, but to small users such as residential homeowners, rebates can be a lot more meaningful under current economic conditions."
