August 26, 2019 – Press Releases

Adding depth to the firm's public finance practice, Fox Rothschild LLP is pleased to announce that Katherine S. Thursby has joined the firm as a partner in San Francisco and Los Angeles, effective August 1, 2019. The firm’s public finance practice is now composed of 16 attorneys nationwide, three of which are located in California.

"Katherine is an outstanding addition to our growing team in California," said Alexander Hernaez, the managing partner of Fox's San Francisco office. "Her strong background in municipal bonds and project finance and refunding matters, including work with nearly all forms of publicly offered municipal debt, is a tremendous asset for our clients."

Thursby serves as bond and disclosure counsel to California cities, counties, water districts, special districts, transportation authorities, joint powers authorities, school districts, community college districts and a variety of public agencies.  Her representations extend to national and regional investment banking firms as underwriters' counsel with respect to numerous public finance transactions each year.  She has significant experience advising water districts, irrigation districts, sanitary districts and other public utilities as bond counsel and disclosure counsel with respect to the issuance of enterprise revenue bonds, and as special counsel and disclosure counsel in connection with the execution and delivery of certifications of participation.

During the past five years, Thursby has served as bond and/or disclosure counsel on more than 65 offerings totaling more than $1.62 billion issued by California agencies, authorities, municipalities, and others, including more than two dozen water, wastewater and stormwater issuances totaling more than $550 million.

Thursby serves on the board of the Women in Public Finance Northern California Chapter and is a member of the National Association of Bond Lawyers and the San Francisco Bar Association. She also volunteers with the Junior League of San Francisco where she most recently served as chair of the Institute on Aging Committee.

She earned her J.D. from the University of California, Hastings College of Law and her B.A., with honors, from Columbia University. Before launching her legal career, she worked for Morgan Stanley.

Prior to joining Fox, Thursby was a partner at Nossaman LLP.
