It was January 20, 2009, when the new presidential administration took office. Hope sprang up everywhere for meaningful change in immigration law and policy.
On a state level, reactionary laws have been passed. On the federal level, enforcement of immigration law has resulted in record numbers of deportations, but no legislation.
Proposals have been floated from the left and from the right, from Comprehensive Immigration Reform to the repeal of the Fourteenth Amendment’s birthright citizenship.
