Tom serves as a strategic ally to casinos and gaming vendors, with more than a decade of experience as a legal and corporate leader in the gaming industry. His practice focuses on government regulatory, corporate, litigation and capital raising issues for new and existing gaming projects.
Knowledgeable in all aspects of the gaming industry, Tom has represented clients before the Pennsylvania Gaming Control Board and the gaming licensing authorities in Ohio and West Virginia. He has also assisted a range of clients with expansions to their gaming operations into new jurisdictions.
Tom previously served as general counsel and deputy general counsel to two publicly traded casino and horseracing companies – MTR Gaming Group, Inc., and Eldorado Resorts, Inc. – with combined market caps exceeding $2 billion and operations across Ohio, Pennsylvania, West Virginia, Louisiana and Nevada. Earlier in his career, he was the first prosecuting attorney hired by the Pennsylvania Gaming Control Board’s Office of Enforcement when it formed in 2006.
