Timothy concentrates his practice in litigation, employment and special education law. He works with school districts, charter schools and intermediate units on a wide array of education law issues, with a primary focus on working with school entities in the area of special education law.  He approaches every legal matter with the goal of achieving the best possible outcome for his client by working for resolution when possible, and managing the matter through litigation, if necessary.

For more than a decade, Timothy has represented education entities in hundreds of IEP meetings and litigated dozens of special education matters, from administrative due process hearings to appeals through the Federal District Courts and Courts of Appeals. Additionally, Timothy advises school entities on special education matters prior to and in order to avoid litigation, and on policies and practices.

He also advises both public and private employers on employment law issues, including accommodations for employees with disabilities under the ADA and Section 504. He also advises clients on issues related to employee and student use of medical marijuana.

Timothy is frequently invited to speak on education law issues for national, statewide, and local conferences, including for Pennsylvania Bar Institute, National Business Institute and Pennsylvania School Board Association Solicitor’s Association.  He has also presented in-house workshops for schools districts, charter schools and intermediate units. In addition, he has written numerous articles on special education law and other topics related to his practice and is often called upon to comment for publications on trends in special education law and on the use of medical marijuana in schools and workplaces.

Before Fox Rothschild

Prior to rejoining Fox Rothschild, Timothy was a senior associate at a law firm in Bethlehem, Pennsylvania. Upon graduating from law school, he worked as an associate at a firm in Harrisburg, Pennsylvania. 

During law school, Timothy served as a law clerk to the Honorable J. Wesley Oler, Jr. in the Cumberland County Court of Common Pleas and at a small law firm in Harrisburg.
