Tim is an accomplished commercial litigator with significant experience handling real estate and corporate governance issues.
He also provides strategic guidance to higher education and secondary education institutions on Title IX compliance, risk mitigation policies and crisis-response planning.
Developers, property owners and businesses across a range of industries rely on Tim’s guidance with zoning and regulatory processes, particularly before municipal and administrative authorities in Pennsylvania and New Jersey. He has assisted clients in complex real estate transactions and real estate agency issues, and has defended real estate and design professionals in administrative proceedings. He has also helped affordable housing developers and group home recovery centers navigate municipal regulation issues.
As a Title IX compliance advisor, Tim provides a range of risk management assistance to education institutions on an individual and group basis. From policy design to handling discrimination claims, his counsel leverages evidence-based legal strategy and is grounded in pragmatic approaches to client needs.
Tim is also a member of the firm's Cannabis Law Practice Group, and advises businesses entering the legalized marijuana market on regulatory and litigation matters. He works with a team that provides cutting edge regulatory services and counsel to businesses that seek to create a foothold in nascent industry markets. Clients often rely on Tim’s significant experience in site location, lease negotiation and zoning guidance.
Tim is certified by the New Jersey Supreme Court as a Civil Trial Lawyer. This certification is bestowed by the court upon select attorneys who demonstrate sufficient levels of experience, education, knowledge and skill in a specific area of law or practice and have been recognized by their peers as having sufficient skills and reputation in the designated area of law, among other requirements.

Tim was a shareholder for a regional Philadelphia law firm, where he served as Vice Chair of its Architect and Engineering Group and Co-Chair of its Real Estate Group and Professional Liability Department.
Tim served as an opinion clerk and allocatur clerk for then-Chief Justice Robert N. C. Nix, Jr., of the Pennsylvania Supreme Court. In law school at the University of Maryland, he was Darrow Chapter Justice of Phi Alpha Delta, participated in Moot Court and National Trial Advocacy Competitions, and received the John Thomas and Joseph Meyerhoff Scholarships. At the University of Scranton, Tim served as Student Government Ombudsman and received the Gunster Memorial Scholarship.

Continuing Education Instruction
Tim currently serves as counsel for the Atlantic City/Atlantic County Board of Realtors®. Additionally, he is a certified instructor for the New Jersey Real Estate Commission, offering continuing education credit opportunities to real estate professionals regarding issues that include fair housing and discrimination claims. He provides in-person and online instruction that allows real estate professionals to obtain or maintain a license.
Tim also assists attorneys with continuing legal education credits as a lecturer with the Pennsylvania Bar Institute and the National Business Institute, instructing on issues surrounding construction litigation and beyond.
Humanitarian Law Instruction
As an advocate for community growth, Tim is a certified instructor for the American Red Cross in International Humanitarian Law. He devotes significant time to teaching community groups and high school Red Cross clubs on the Rules of War and International Humanitarian Law.
