As a member of the firm's Corporate Department, Animal Law Practice and Health Law Group, Victoria concentrates her practice on corporate and health care transactions.

She focuses on:

  • Purchases and sales of businesses, including medical, dental, veterinary and other professional practices, imaging centers, nursing facilities, mental health providers, drug and alcohol treatment facilities, home health care agencies, home care agencies, and other types of licensed and non-licensed businesses
  • Hospital-physician relationships and affiliation strategies
  • Hospital, health system and other health care affiliations, mergers, joint ventures and contractual arrangements
  • Medical spa structuring and regulatory compliance
  • Telemedicine issues
  • Licensing and accreditation matters
  • Corporate practice of medicine issues
  • Compliance with federal and state fraud and abuse laws, including self-referral, anti-kickback, fee-splitting and similar laws
  • Governmental and third-party payor contracting and reimbursement matters
  • Physician compensation and governance issues
  • Physician employment contracts
  • Buy-ins and buy-outs

Victoria has positioned herself as a key health care transactional attorney. Her experience extends to:

  • Serving as outside general counsel to hospital and health care systems and effectuating hospital/system mergers and affiliations
  • Counseling hospitals, ambulatory surgical facilities, mental health facilities, nursing homes, assisted living facilities, diagnostic testing facilities, sleep centers, drug and alcohol treatment facilities, med spas and a wide variety of other health care providers on state and federal licensing and regulatory issues
  • Advising clients with respect to Medicare, Medicaid and managed care enrollment, reimbursement and other issues, including appeals of adverse enrollment actions (such as revocations of Medicare billing privileges)
  • Assisting clients with reimbursement audits, investigations and appeals

In addition to health care regulatory and transactional work, Victoria also routinely handles various types of general corporate and commercial transactions. Examples of this work include:

Before Fox Rothschild

Victoria was an Associate Attorney for three years in the New York office of Thacher Proffitt & Wood LLP. She was also a judicial extern to the Hon. Martin L. C. Feldman of the U.S. District Court for the Eastern District of Louisiana.

Beyond Fox Rothschild

An active member of her community, Victoria serves on the March of Dimes Chester County Women of Achievement Committee, providing fundraising for its annual dinner.

Victoria previously served on the Board of Directors for The Center for Advancement in Cancer Education, a nonprofit organization based in Wynnewood, Pa.
