Biography

Blake represents public housing authorities and their affiliates in their real estate financing and development efforts.

He assists clients with navigating complex debt and equity financing matters with respect to affordable housing development, including:

Mixed-finance development transactions.
Federal and state low-income housing tax credit transactions.
Section 8 project-based vouchers.
Project-based rental assistance under the U.S. Department of Housing and Urban Development's Rental Assistance Demonstration program.
Traditional mortgage and equity financing.
Public and private grant sources, including HOME Investment Partnerships, Choice Neighborhoods and Community Development Block Grants.

Blake also provides strategic legal advice on a variety of transactional matters. He assists his clients with forming nonprofit corporations, obtaining tax-exempt recognition and various corporate governance matters. He also regularly advises clients on public procurement matters.

Before Fox Rothschild

Blake, a former summer associate, joined us full time after graduating from law school. He previously served as a judicial intern for the Honorable Irene M. Keeley in the U.S. District Court for the Northern District of West Virginia.

While in law school, Blake worked in West Virginia University's U.S. Supreme Court Clinic and served as an extern for the school's Office of Global Affairs. Blake was an associate editor and executive research editor for the West Viriginia Law Review. He earned CALI Awards in Criminal Law, Appellate Advocacy and Bankruptcy.

Beyond Fox Rothschild

Since 2018, Blake has served as a commissioned officer in the U.S. Army National Guard. During his service, he has served as a Platoon Leader, Company Executive Officer and a Brigade Staff Officer.
