Catherine Mitchell and Thomas Terrell Selected to North Carolina Lawyers Weekly’s Real Estate Power List

Fox Rothschild congratulates Catherine B. Mitchell and Thomas E. Terrell Jr. who were named to North Carolina Lawyers Weekly’s 2025 Real Estate Power List, which highlights North Carolina’s leading real estate attorneys.

Mitchell, selected to the list for the second consecutive year, has handled more than $2 billion in transactions throughout her 14-year career. Mitchell is noted by North Carolina Lawyers Weekly as a “skilled advocate for national and regional clients in commercial real estate transactions throughout the development process.” She advises clients on property tax exemptions for low-income housing and handles all aspects of commercial real estate transactions, including acquisitions, dispositions, leasing and financing. Her clients range from landlords and tenants to health care providers, developers and life insurance companies.

Mitchell is a Fellow of the American College of Mortgage Attorneys and a member of the University of North Carolina Asheville Board of Trustees. She also provides pro bono representation to businesses in Asheville that were affected by flooding from Hurricane Helene.

With four decades of practice, Terrell has handled zoning and land use matters in 88 of North Carolina’s 100 counties, and in over 450 local governments across six states. He is hired in “hard-to-permit” industries, including mining, landfills and renewable energy.

Terrell’s achievements include significant land use statutory reform, including the rewrite of the Board of Adjustment statute in 2012 and formulating the major zoning law update that became General Statute Chapter 160D. Among his notable cases, he recalls expediting the acquisition of a 401 permit within three months to disturb a major perennial stream for the development of a Catholic retirement community.
