Biography

A dealmaker and problem solver, Harlene focuses her practice on real estate and corporate matters, counseling clients in regard to public-private partnerships and financing as well as transportation, technology and data privacy matters. She also serves as a title agent for the firm’s Florida offices.

Harlene assists entrepreneurs, local government, borrowers, developers, lenders and a broad range of corporate entities with structuring, negotiating and documenting commercial and real estate transactions to ensure compliance with local, state and federal regulations as well as fulfilling their contractual obligations and reaching their goals. Skilled at resolving conflicts, she is adept at bringing parties together to strike deals that reduce risk and maximize potential gain.

  • Completed complex railroad agreements, allowing Amtrak access to DART rail
  • Drafted first right-of-way ordinance in South Texas (San Antonio)
  • Completed construction and resolution of complex issues with new municipal wastewater installation in Florida Keys
  • Completed grant-funded construction for municipal park by take-over agreement in Miami-Dade County, Florida
  • Handled closing on the sale of the Macmillan Building, a 31-story office tower in New York City
  • Completed complex interactive equipment, WiFi and data infrastructure agreement for transportation agency in Texas

Before Fox Rothschild

Harlene has decades of experience practicing real estate law in the public and private sectors in Texas, Florida and New York. In addition to being a real estate partner at a mid-sized law firm, Harlene spent nearly 10 years as an Assistant City Attorney in Texas in the Eminent Domain and Public Works Departments and nine years in charge of  real estate and transactional work at a large government transit agency.

Harlene is committed to her community and previously served as an instructor for Literacy Instruction for Texas (LIFT-Dallas) and is on the local Board of Jewish Family Services.
