Gray was a guest lecturer during the “Real Estate Development” seminar course at the Campbell University School of Law. His remarks covered how rezoning can increase the value of real estate, and provided practical observations about assessing current zoning status of parcels, analysis of land use plans and policies, addressing neighborhood resistance, political considerations, and the nuts and bolts of conducting zoning hearings. The students were particularly engaged by his many illustrations and war stories of rezoning battle.
