Minnesota Moratoriums on Edible Cannabis

On July 1, 2022, hemp-derived THC edibles up to 5 milligrams per serving and 50 milligrams per package became legal under Minnesota law. First introduced in May 2022, the law took effect at a sprint pace without significant regulatory oversight or licensure requirements from the state government.
In reaction, certain municipalities and counties across Minnesota have implemented moratoriums, creating a patchwork of prohibitions until the jurisdictions have time to consider possible regulatory regimes. This survey intends to provide an open resource for businesses to understand where moratoriums may be in place in order to avoid potential criminal or civil penalties.
