Biography
Collin counsels clients — particularly those in the environmental services, energy, real estate development and manufacturing industries — on complex environmental, toxic tort and commercial litigation matters.
His environmental practice also entails regulatory compliance, transactional due diligence and incident response work. Collin’s clients are typically based in Delaware, New Jersey and New York, but he also supports clients around the country.
Due Diligence
Collin conducts due diligence for single- and multi-property transactions, evaluating corporate transactions for environmental liability. He assists clients in:
- Retaining technical consultants
- Procuring environmental insurance policies
- Drafting access, indemnity and remediation agreements
- Analyzing and providing feedback on environmental reports (including Phase I and II Environmental Site Assessments and New Jersey Preliminary Assessments)
- Identifying environmental risks
- Developing risk mitigation strategies.
Litigation
Collin regularly defends and prosecutes matters concerning parties’ obligations to investigate and remediate affected properties. He also litigates environmental, class action and toxic tort actions that often proceed in parallel with government investigations and enforcement actions. Additionally, Collin defends clients in regulatory enforcement matters. He also litigates corporate and complex commercial disputes in Delaware courts.
Incident Response
Employing incident response strategies to assist clients with all aspects of emergency response, Collin helps clients navigate through civil prosecution, internal contingency response policies, insurance disputes, and state and federal agency investigations.
Risk Mitigation & Regulatory Compliance
He advises clients on risk-mitigation strategies and compliance with air, water, waste and chemical regulations, especially on emerging issues such as per- and polyfluoroalkyl substances (PFAS) or natural resource damages. He also defends clients against regulatory enforcement actions and provides advice on environmental permitting and policies regarding emerging contaminants.

Before Fox Rothschild
Prior to joining us, Collin was a New York City-based associate at a litigation firm where he practiced complex tort and commercial litigation matters throughout the country. During law school, he was an associate editor of the University of New Hampshire Law Review. He was also a legal extern in the Manchester, New Hampshire office of an international law firm and interned in the in-house legal department at a New Hampshire-based manufacturer.
Before attending law school, he earned his Master of Science in marine affairs, with a focus on coastal zone management, aquaculture and offshore development. He worked as a research analyst for the National Oceanic & Atmospheric Administration and as an environmental consultant to marinas, shipyards and littoral owners in South Florida.
Beyond Fox Rothschild
Collin has served as pro bono counsel to environmental conservation groups in various matters. He is certified as an Advanced and Rescue Diver by the Professional Association of Diving Instructors.
