Biography
David's federal government contracts practice is informed by his work with the U.S. Army Corps of Engineers (USACE) Office of the Chief Counsel where he was a member of the Military Honors Program.
David served as the primary legal adviser for USACE’s Foreign Military Sales portfolio and advised the agency on fiscal law questions, analyzing appropriations and funding cycles. He also gained significant litigation experience while on active duty, including collaborating with U.S. Department of Justice attorneys on substantial construction litigation before the U.S. Court of Federal Claims and litigating multiple construction-related appeals before the Armed Services Board of Contract Appeals. In addition, David defended several USACE procurements in bid protests before the General Accountability Office (GAO) and advised the agency on necessary corrective action.
Drawing on his military experience, he currently represents federal contractors in claims and disputes with the federal government before the Court of Federal Claims and the various Boards of Contract Appeals. David also litigates protests before the GAO, the Court of Federal Claims, and the SBA Office of Hearings and Appeals and assists contractors with internal investigations into potential exposure relating to the False Claims Act.

A former captain in the U.S. Army Judge Advocate General Corps, David joined us from the U.S. Army Corps of Engineers (USACE), Office of Chief Counsel Military Honors Program.
David interned with the Fort Benning Office of the Staff Judge Advocate while earning his law degree. He earned the Robert E. Thibault and Richard B. Schenck Award for Service to the Military and Dean’s Recognition for Professional Development.
David is also the author of “Resolving the Confusion: Granting the Government Unfettered Discretion to Dismiss Qui Tam Actions,” in the Public Contract Law Journal.
