Joe focuses his practice on global patent prosecution, patent portfolio management and strategic IP counseling for life sciences, pharmaceutical and software/AI technology companies.

A recognized leader in the area of patent law, he is highly sought after by biotech and pharmaceutical innovators. With a Ph.D. in biology, two M.S. degrees in chemistry and computer science and a postdoctoral fellowship at Princeton University, Joe often assists clients with patent strategy, IP licensing and due diligence, and inter partes and post-grant review (IPR/PGR) proceedings before the Patent Trial and Appeal Board. He is also skilled in IP litigation as well as Hatch-Waxman and Abbreviated New Drug Application (ANDA) matters.

Formerly a research fellow at a Fortune 500 pharmaceutical company, Joe’s clients range from large multinational corporations to emerging startups worldwide. He often advises on a variety of cutting-edge technologies, including small molecule and peptide drugs, siRNA therapeutics, antibody therapeutics and conjugates, recombinant biologics, gene therapy, liposome and lipid nanoparticle drug delivery, AI-enabled applications, and autonomous vehicles. With his deep understanding of the life sciences industry and extensive scientific training, Joe is known for developing and strengthening his clients’ complex patent portfolios to maximize their commercial value. He has been instrumental in supporting multibillion-dollar life sciences transactions with aggregate deal values exceeding $20 billion.

Joe has extensive experience in IP due diligence, including freedom-to-operate (FTO) and patentability analyses. He helps clients manage risk across the full product lifecycle — from target identification and lead discovery through development and commercialization. He conducts IP due diligence reviews in the context of licensing transactions, venture capital investments, and mergers and acquisitions, working closely with clients to assess potential risks and devise preemptive risk-management strategies.

In addition to his legal skills, Joe has more than a decade of experience in drug discovery and development in both academic and industrial settings. Among other things, he led a program through Phase 2 that was subsequently acquired by Allergan for $680 million. This hands-on industry experience — spanning oncology, weight management, inflammation, cardiovascular, neuroscience, and infectious diseases — enables him to navigate complex legal, scientific and regulatory issues while building strong client relationships.

With his deep experience in the pharmaceutical industry and firsthand knowledge of IP issues unique to the U.S. and Chinese markets, Joe brings a unique scientific and bicultural perspective that allows him to serve as trusted counsel on Sino–U.S. cross-border transactions.
