Biography
Leigh is an accomplished real estate and land use attorney who brings a distinctive combination of public-sector insight and private-practice sophistication to complex land development projects. She advises developers, landowners and institutional clients in both California and the Carolinas from early due diligence through agency entitlement.
Leigh handles zoning approvals, general plan compliance, subdivision mapping, development agreements, and affordable housing agreements across residential, mixed-use and commercial projects. She also advises clients regarding CEQA compliance and, when necessary, handles CEQA litigation. Leigh leverages her extensive land use and zoning capabilities to assist clients navigating the permitting and entitlement challenges of renewable energy development in North and South Carolina.
Leigh possesses significant transactional real estate experience, including drafting purchase and sale agreements, leases, licenses, joint ownership agreements, and CC&Rs. She also has commercial leasing experience spanning office and retail properties in San Francisco and Los Angeles.
Before Fox Rothschild
Prior to joining Fox Rothschild, Leigh was a partner at a Bay Area boutique law firm where she specialized in real estate, land use, and municipal law for private- and public-sector clients.
She served as Assistant City Attorney for the City of Menlo Park, where she advised on numerous land development matters, including the Facebook campus development agreements. She also served as Town Attorney for Portola Valley.
