Biography

Luke helps established government contractors and companies pursuing opportunities with federal and state agencies resolve disputes and navigate a broad range of legal matters.

With more than 30 years of experience litigating complex procurement-related disputes, Luke is well-equipped to help clients pursue, defend and resolve disputes with federal and state agencies. He represents contractors in bid protests before the Government Accountability Office, the U.S. Court of Federal Claims (CFC), and state administrative bodies and courts and pursues claims before the CFC and federal Boards of Contract Appeals. Luke defends companies in investigations and with respect to allegations under the False Claims Act and represents and advises contractors regarding disputes with subcontractors and other companies involved with the performance of contracts.

Earlier in his career, Luke represented the United States as a Department of Justice attorney in a series of large lawsuits arising in the financial regulatory context known as the Winstar litigation. In addition to first-chair litigation, he served as part of litigation teams and focused on complex damages theories and expert witness testimony, including presenting the testimony of a Nobel Prize-winning economist. Throughout his career, Luke has focused on expert witness issues in complex litigation. He also has experience representing companies in federal courts and arbitration in trademark disputes, fraud claims and other commercial litigation.

Luke’s practice also involves advising government contractors regarding a wide array of statutory, regulatory and contractual compliance issues. His substantial experience with regulatory issues allows Luke to help clients with difficult problems faced by contractors in the rapidly changing regulatory environment.

Luke joined us from an international law firm. He previously represented the federal government as an attorney with the Civil Division of the U.S. Department of Justice.
