There are strong headwinds coming. HUD gets in the way of starting construction early. Inflation and insurance are sucking funds from management, operations, capital improvements and more. Third party aggregators are trying to bully money out of tax credit deals. This session will discuss the issues facing our industry and seek to develop solutions.

2025 - Where Is the Money
HUD is walking back subsidy, abandoning public housing and requiring better housing for those in need. Interest rates are up. A new administration is coming. This session will focus on where housing authorities can look for the funds needed to fulfill their mission.

HOTMA PBV The "Final Rule"
The Housing Opportunity Through Modernization Act of 2016 ("HOTMA") has been implemented through a series of notices. The "Final Rule" was published in May 2024 and practitioners are still parsing through its meaning. This session will work through the major changes made in the Final Rule.
