Biography
Robbie serves clients as a trusted adviser on matters involving government contracts, construction litigation and insurance recovery.
He has represented contractors in the public procurement process at the federal, state and local levels and property owners and contractors in state and federal court, as well as the Court of Federal Claims, Armed Services Board of Contract Appeals and the Civilian Board of Contract Appeals.
Robbie counsels clients throughout the government procurement process, including solicitation review, proposal preparation, bid protests, project administration, preparation of requests for equitable adjustment and claims, and litigation. Robbie also advises property owners and contractors on a full range of construction issues, including contract drafting, project administration, critical path analysis, licensing, compliance, and claims and litigation.
Representative Matters
- Walsh Construction Company II, LLC, GAO B-423075.2. Represented StructSure Projects, a national construction management firm, as an intervenor in a bid protest before the Government Accountability Office, successfully arguing in support of the Navy’s removal of a Project Labor Agreement requirement relating to the repair and renewal of a major naval hospital that is part of a Multiple Award Task Order Contract (MATOC).
- Successfully assisted a federal contractor in pursuing over $10 million in requests for equitable adjustment arising out of an Enterprise Services contract with the U.S. Department of Commerce to perform technology support for human resources-related matters for the Department and its subagencies including the U.S. Census Bureau, the National Oceanic and Atmospheric Administration (NOAA), the Bureau of Industry and Security (BIS), the Economic Development Administration (EDA), and the International Trade Administration (ITA).
- Successfully negotiated an almost $9 million settlement at mediation while representing the owner of an apartment complex in a construction defect case. The owner was seeking damages from the original design and construction team.
- Successfully defended a federal contractor in the Court of Federal Claims against a $47 million False Claim Act claim by the Department of Justice. Negotiated a six-figure payment to the contractor as a result of government spoliation of evidence.
- Represented a general contractor in a multimillion-dollar insurance claim alleging breach of contract and bad faith.
- Represented a general contractor in 3rd Circuit appeal of successful claims for breach of contract. After multiple rounds of briefing, the 3rd Circuit affirmed the decision without oral argument.
Before Fox Rothschild
Prior to joining Fox Rothschild, Robbie was an associate at a boutique law firm in Washington, DC. Before that, he was a contract attorney who assisted law firms with litigation matters and an associate at a global law firm.
At George Washington University Law School, Robbie was a member of the International Law Review and the Moot Court Board. He earned the Jennie Hassler Walburn Award for Outstanding Performance in Civil Procedure and was a Top Oralist and Semi-Finalist in the Van Vleck Moot Court Competition. While working towards his undergraduate degree, Robbie was named National Debater of the Year and twice won the National Debate Team of the Year title.
