Robert counsels clients on complex environmental litigation and regulatory matters. His experience includes:

  • Litigating before state courts and administrative agencies, especially the Pennsylvania Environmental Hearing Board
  • PFAS and emerging contaminants
  • Land remediation, especially under Act 2

Robert draws on insights gained in six years as an attorney with the Pennsylvania Department of Environmental Protection (DEP) where he handled a wide range of matters involving:

  • Brownfields redevelopment
  • Groundwater contamination
  • Radiation protection 
  • Waste management
  • Underground storage tank remediation
  • Multiparty environmental cleanups under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Pennsylvania Hazardous Sites Cleanup Act (HSCA)

Before Fox Rothschild

Prior to joining Fox, Robert was assistant counsel in the Bureau of Regulatory Counsel, as well as in the Southeast and Southcentral regional offices of DEP.  While there, Robert worked on a number of permitting and regulatory initiatives, including:

  • Development of Storage Tank and Spill Prevention Act Chapter 245 regulations
  • Development of proposed Land Recycling Act (Act 2) Chapter 250 regulations
  • Development of Management of Fill Policy

While in law school, he worked in the Drexel University Thomas S. Kline School of Law's Entrepreneurial Law Clinic.
