Biography
Co-Chair of the firm's Gaming Department, C.J. concentrates his practice in all aspects of gaming law, including licensing, regulatory and compliance matters.
He has been at the forefront of the expansion of legalized and regulated sports betting in the United States, regularly representing and advising sports betting and media clients in jurisdictions across the country.
C.J.'s representations span a range of gaming industry clients in both the brick-and-mortar and internet/mobile spaces:
- Sports betting operators and service providers, including data, odds and risk management providers
- Media companies and internet gaming/sports betting marketing affiliates
- Internet gaming operators and service providers
- esports companies and service providers
- Casino licensees

He has also spoken extensively on gaming-related topics in conjunction with the International Masters of Gaming Law, National Council on Problem Gambling, International Association of Gaming Advisors, SiGMA and New Jersey State Bar Association, among other organizations.
Before Fox Rothschild
Prior to joining Fox, C.J. was an associate at a Philadelphia law firm where he represented corporations, businesses and individuals in complex litigation and commercial matters. While in law school, he was a member of the Temple Law Review. C.J. also volunteered to assist in the representation of NFL athletes, entertainers and musicians in the Philadelphia region, and was a legal services coordinator for the Philadelphia Volunteer Lawyers for the Arts (PVLA).
Prior to entering the legal field, he worked as a financial analyst for the Lockheed Martin Corporation. While pursuing undergraduate degrees in Finance and International Business, C.J. studied abroad at the University of New South Wales in Sydney, Australia.
Beyond Fox Rothschild
C.J. serves as an adjunct professor, focusing on Compliance and Licensing in the United States, for the first-ever professional certificate in sports wagering and integrity, which is offered by the University of New Hampshire School of Law. He is also an active member of the International Association of Gaming Advisors and International Masters of Gaming Law, currently serving on the Board of Trustees and Young Members Committee, respectively.
Outside of the gaming field, C.J. volunteers his time to support the Parkinson Life Center of Southern New Jersey as a member of its Board of Directors, and the Parish of Saint Monica in Atlantic City, New Jersey, where he is currently serving his second 3-year term on its Finance Council.
