Biography
Jon advises clients on a broad range of real estate and land use matters in Colorado. He guides developers, property owners and local government bodies through development financing, real property entitlements, metropolitan district organization, and covenant adoption and enforcement throughout the Denver metro area and across the state.
Jon’s practice encompasses the negotiation and drafting of public and private capital financing agreements, development agreements, and intergovernmental agreements involving local and regional public entities. He has significant experience in the formation and governance of special districts under Title 32 of the Colorado Revised Statutes. Jon also advises on the coordination of private loan placements and public and private bond issuances secured by ad valorem property taxes, fees, and other revenue streams, including the preparation of authorizing ballot questions, capital pledge agreements and related transactional documents.
Before concentrating on special district and real estate development work, Jon built a diverse foundation handling land use entitlements, annexation agreements, municipal representation, commercial and residential real property transactions, and civil litigation involving condemnation, construction defect and water rights matters for both public and private clients across Colorado.

Before Fox Rothschild
Prior to joining the firm, Jon served as a senior associate at a Denver-based law firm concentrating on Colorado special district law. Earlier in his career, he practiced as an associate at a regional firm in Glenwood Springs, Colorado. Jon also served as an assistant city attorney and municipal prosecutor for a Colorado municipality, advising city departments on zoning and tax matters. He began his legal career as a law clerk at a Boulder, Colorado firm.

Outside the office, Jon is an active participant in community-based organizations, focusing on youth mentorship, educational attainment and safe housing.
