9:05 - 10:00 A.M. | Panel 1: Legal Process for the Fair Housing Act and Legislated Changes
Our panelists will provide an overview of the new affordable housing law and discuss various perspectives on why the bill was passed by the Legislature as well as their thoughts on the legislative intent, risks, benefits, or limitations, and why the legislation is controversial. This panel will conclude with a specific discussion of what the changes to the fair share obligations and the Fourth Round process mean for municipalities, the Fair Share Housing Center, and developers.

The panelists will be asked about the ongoing modifications to the legislation and offer their perspective of when it is adopted as enforceable law for New Jersey. The panelists will also use historical examples and hypothetical situations to provide their thoughts on the fair housing legislation modification outcome, to include potential consequences to the public and land use law practitioners.
