Fox Rothschild White-Collar Team Secures Full Acquittal for Accountant in Federal Health Care Fraud and Racketeering Trial
Partners Patrick J. Egan and Saverio S. Romeo of Fox Rothschild have won a full acquittal for an accountant, Sunil Philip, who was charged in a sweeping multi-defendant federal health care fraud, tax fraud and racketeering case in the Eastern District of Pennsylvania.
Philip was one of six defendants tried in a seven-week jury trial before U.S. District Judge Jeffrey L. Schmehl in Reading, Pennsylvania. Federal prosecutors accused Philip’s co-defendants of using various dental practices to defraud Medicaid by submitting fraudulent reimbursement claims, installing unapproved dental implants and doctoring visa paperwork to recruit workers from abroad. Philip was charged in his role as an outside accountant to the Savani Group businesses.
The government alleged the schemes involved violations of the Racketeer Influenced and Corrupt Organizations Act (RICO), health care fraud, money laundering, tax fraud, visa fraud and related conspiracy charges. At the close of the Government’s case, Egan and Romeo successfully secured a judgment of acquittal for Philip dismissing the racketeering and money laundering allegations against him. On March 9, 2026, after nearly four days of deliberation, the jury returned its verdict, acquitting Philip of all remaining tax charges.
Two of the practice's co-owners and a practice manager were convicted on multiple counts, underscoring the defense team's success in distinguishing Philip's conduct in a complex, multi-defendant prosecution.
Egan and Romeo’s trial strategy centered around the fact that Philip was not involved in any criminality but rather was simply an outside accountant who had relied in good faith on information provided to him by the Savanis’ in-house accounting team.
"We are grateful for the jury's verdict," Egan said in a statement. "Sunil is a wonderful person and was clearly not guilty."
The case is USA v. Bhaskar Savani et al., case number 2:23-cr-00016, in the U.S. District Court for the Eastern District of Pennsylvania. It marks the third major acquittal for the White-Collar Defense team since 2022.
