Seasoned Government Contracts Law Duo Luke Levasseur and Evan Williams Join Fox Rothschild in DC

Fox Rothschild welcomes Luke Levasseur and Evan Williams as partners in the Federal Government Contracts Department in Washington, DC.

“Between them, Luke and Evan have several decades of experience working for the government and federal contractors,” said Reggie Jones, Chair of the firm’s Federal Government Contracts Department. “They offer a powerful combination of agency and private sector insight into bid protests, regulatory issues and complex procurement-related disputes that will be invaluable to our clients.”

With more than 25 years in the field, Levasseur helps established government contractors and companies pursuing opportunities with federal and state agencies resolve disputes and navigate a broad range of legal matters. He helps clients pursue, defend and resolve disputes with federal and state agencies. In addition, he represents contractors in bid protests before the Government Accountability Office, the U.S. Court of Federal Claims (CFC), and state administrative bodies and courts and pursues claims before the CFC and federal Boards of Contract Appeals.

Levasseur also defends companies in investigations and with respect to allegations under the False Claims Act and represents and advises contractors regarding disputes with subcontractors and other companies involved with the performance of contracts.

He previously represented the federal government as an attorney with the Civil Division of the U.S. Department of Justice.

Williams represents clients in a full range of complex government contracting matters, with a focus on the aviation, aerospace, technology and defense industries. His practice is informed by his 11 years of work with the U.S. government, including several years in the U.S. Government Accountability Office (GAO) where his work included supervising a team of bid protest hearing officers and guiding all aspects of the bid protest adjudication process.

Williams regularly litigates bid protests, claims and disputes before the GAO, the various Boards of Contract Appeals and the U.S. Court of Federal Claims.

He was previously Assistant General Counsel for the U.S. Government Accountability Office's Procurement Law Division. He also served as a trial attorney for the U.S. Army Contract and Fiscal Law Division, Special Assistant U.S. Attorney for the Western District of Texas and Command Judge Advocate for the U.S. Army Judge Advocate General's Corps.

Levasseur earned his J.D. from Tulane University Law School and his B.B.A from Midwestern State University.

Williams, a Lieutenant Colonel and member of U.S. Army Judge Advocate General’s (JAG) Corps., earned his J.D. from Seattle University School of Law and his B.A. from Seattle University.

Prior to joining Fox, Levasseur and Williams were attorneys with Mayer Brown.
