Facilitated legalizing gaming in Illinois and Jamaica and helped write their current regulations governing the gaming industry, and updated regulations for the U.S. Virgin Islands Casino Control Commission.
Successfully defended the Illinois Gaming Board, on behalf of intervener Illinois Gaming Machine Operators Association, in a challenge to the constitutionality of an Illinois state law from the Video Gaming Act that requires bars and restaurants to share half their profits made from gambling at video terminals with third-party operators, and prohibits their ability to be licensed as both a gaming establishment and a terminal operator.
